This is creating a widening gap as global jurisdictions accelerate their frameworks and establish clearer pathways for industry and investors.
The United States has taken the most significant steps. Under President Trump, the US advanced a series of landmark legislative measures, establishing comprehensive guidance for digital assets and announcing a national crypto reserve. They reinforced the country’s shift toward a more proactive and coordinated digital-asset policy environment.
International markets are strengthening their leadership
Beyond the US, other financial hubs are moving at a pace.
- United Kingdom: progressing toward a unified regulatory approach.
- Dubai International Financial Centre (DIFC): expanding token frameworks.
- Abu Dhabi Global Market (ADGM): strengthening licensing and compliance structures.
- Hong Kong: broadening regulated digital-asset activity to attract global participation.
These jurisdictions are building sophisticated ecosystems designed to support innovation, institutional involvement, and cross-border integration. Their collective momentum is helping shape global standards and reinforcing their competitive positions.
Australia risks falling behind
Against this backdrop, Australia’s regulatory development has been comparatively slow. While investor demand remains strong and institutional interest continues to rise, the absence of clear, comprehensive digital-asset regulation limits the sector’s potential.
As Caroline Bowler notes: “Globally, the digital asset race is moving ahead full throttle, with institutions and governments making bold moves. Australia has the expertise and demand; now is the time for decisive regulatory action to secure our position and empower informed participation."
The gap between adoption and regulation creates uncertainty for businesses, investors and innovators. With other jurisdictions moving quickly, the opportunity for Australia to cement itself as a regional leader in digital assets is narrowing.
A decisive moment for the sector
The ISR highlights growing sophistication among Australian investors and sustained interest across all age groups, from younger cohorts to retirees and SMSFs. As digital assets become more integrated into global financial systems, the need for a clear regulatory path becomes more pressing.
A stable, consistent framework would support better risk management, attract institutional participation, and create a foundation for innovation. It would also help ensure Australia remains competitive as global markets modernise their financial infrastructure.
